As the first district to be developed in Shenzhen, Luohu is a pioneer of reform and opening-up as well as a major contributor to building the Shenzhen Special Economic Zone. Luohu issued the Provisions on Supporting the High-Quality Development of Modern Industries Through Building a Pilot District for Business Environment Innovation and the Luohu Business Environment Report (2022), which fully demonstrates the district’s innovative practices in system, policy, platform and mechanism to foster a good business environment. The key development direction and specific measures to continuously optimize the business environment in Luohu have also been put forward, setting an example for reform of the business environment across the country.

Policy Innovation

Focusing on the four leading industries, Luohu is accelerating the construction of a modern industrial system through multi-dimensional policy innovation. In June 2022, the district took the lead in Shenzhen to issue the Action Plan to Support the High-Quality Development of Modern Industries Through Building a Pilot District for Business Environment Innovation (2022-2025), which launched 29 specific plans spanning five major sectors, aimed at helping major projects of Shenzhen’s “20+8” (20 strategic emerging industries and 8 future industries) industrial clusters in Luohu. The action plan has provided a clear timetable and roadmap for the district to build itself into a pioneer urban area of socialist modernization and sustainable development.

Luohu has allocated 1 billion yuan and created a “1+3+N” industrial policy package.It provides special fund management methods for industrial development, regulates investment attraction, high-quality development and sci-tech innovation, and enhances support for competitive industries. The support is stronger and covers wider fields with more innovative policies.

Platform Innovation

With the "platform + service" innovation model, Luohu has earnestly served market players in the district, supported their development and stimulated their vitality to boost their confidence about investing in Luohu.

Luohu has established an enterprise service model that intelligently connects enterprises, and deepened the construction of the second phase of its enterprise service platform. It has also launched service functions such as sharing pro-enterprise information, and providing targeted support policies and closed-loop satisfaction of enterprise needs, achieving full coverage of the district’s approximately 180,000 business entities.

At the same time, Luohu has continuously enhanced the public legal service platform in many fields. It has established Shenzhen's first business district litigation source management and non-litigation dispute resolution center to improve the business environment.

Mechanism Innovation

In recent years, Luohu has explored the establishment of flexible and diverse coordination, regulation and support mechanisms, and accelerated the agglomeration of high-end resources such as land, space, talent, capital, technology and information with institutional and mechanism innovation. Since the beginning of 2022, Luohu has introduced 43 high-quality projects from outside Shenzhen, ranking first among the city’s districts.

At the 2022 Luohu Investment Promotion Conference, Luohu set aside 50 hectares of land and 2 million sq.m of industrial space for business development. In the future, it will provide more than 6 million sq.m of high-quality industrial space through urban renewal, land arrangements, as well as quality and efficiency improvements of industrial parks.

At the hub of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), Luohu boasts ports, high-speed railways and extensive subway network. They are well distributed and have clear functions. Luohu is also a hub for the flow of people, logistics, capital and information for Shenzhen and Hong Kong. As a consumption hub, Luohu’s wholesale, retail, hotel and catering industries account for a quarter of its GDP. Its night economy ranked eighth among the top 100 districts and counties in China in 2021, making it the only district in Shenzhen to enter the top 10 list.

Focusing on innovation-driven development, Luohu now boasts a wide range of successful market players, a strong pro-business and business-respecting atmosphere, and continuously improving environment for modern industrial development. This has provided strong support for the development of Luohu into a pioneer urban area of socialist modernization and sustainable development.
