A sound business environment is productive and competitive. That's a core message of the program Luohu has recently released to integrate its endeavors to improve the business environment with promote high-quality development from 2022 to 2025.

The document outlines 27 action plans that will utilize 87 key projects to boost the development of a law-based business environment.

In the documents, Luohu proposed for the first time that the improvement of the business environment and its pursuit of high-quality development should be planned and carried out as a whole. It also highlights that Luohu should further advance Shenzhen-Hong Kong cooperation, benchmark its investment and trade rules against international standards, and build an open economic platform and institutions with Luohu characteristics.

According to the document, Luohu will deepen sci-tech and innovation cooperation between Shenzhen and Hong Kong by promoting the flow of innovation factors, deepening cooperation on advanced manufacturing between the two cities through more industrial engagement, and pressing ahead with financial collaboration through dovetailing the institutions and mechanisms. 

In the document, Luohu also vowed to construct seven strategic emerging industrial clusters and one future industrial cluster - block chains - earmarked by the Shenzhen municipal government. It has rolled out a series of supportive policies to attract investment and projects in targeted fields, including software and information service, smart terminals, digital creative, new materials, healthcare and safety, energy conservation, and environmental protection.
