Luohu’s efforts to improve its business environment pay off
After being ranked fifth in 2019 and 2020 in an evaluation by Xiaokang Magazine of the top 100 counties in terms of its business environment, Luohu ranked first in the evaluation of last year.
Luohu has been committed to carrying out reforms and improving institutions, and has been the first to pilot many new practices in the city of Shenzhen, and even the country, to improve its business environment.
The Luohu district government has coordinated 43 departments to enhance the business environment in the district.
Speaking during an investment promotion conference held on Dec. 12 last year, Luohu Party chief Liu Sheng said, “Business environment is the lifeblood of market players. We will follow the principles of ‘industry comes first and enterprises are the biggest’ and ‘we will always be ready to serve and not disturb businesses.’”
“We will establish a system in which all staff is in charge of attracting investment and serving businesses so as to create a new model of business environment where the market players feel secure and convenient to invest and start their own business, work smoothly and develop in a predictable manner,” Liu added.
In Luohu, work to improve the business environment is regarded as the "No. 1 reform project," and the district has demonstrated courage in breaking institutional barriers and providing strong support for the improvement of the business environment.
Luohu has taken the lead to found a business environment department affiliated with the district’s Development and Reform Bureau.
It also established an effective reform promotion mode of "problem list + high-level scheduling." Over the past year, more than 40 surveys were held , covering nearly 100 enterprises in more than 10 industries.
After the surveys, a batch of reform lists was released centering on the issues that enterprises are concerned about, and the reform task completion rate reached over 95%.
The diversified participation mechanism for the optimization of Luohu’s business environment has been constantly improved to form a larger system that optimizes the business environment led by the government and participated in by society at large.
The Luohu enterprise service center was established to build an integrated social service system led by industry associations and participated in by public service providers, innovation and entrepreneurship bases, and other third-party institutions.
In December 2020, Luohu took the lead in establishing a construction industry advisory committee to optimize the business environment in the district, which provides a platform for the government and enterprises to work together to solve the problems with market expansion, financing, and industrial space.
Last year, Luohu took the lead in issuing its first white paper on its business environment. At the same time, Luohu set out a list consisting of 37 key tasks for business environment reforms, and introduced 32 specific measures in 11 fields related to enterprise operation, and five pilot measures in one characteristic field.
In addition, Luohu relied on its digital government and established an inclusive cloud service system, providing one-stop services for all of its nearly 180,000 market entities in the district.
