Luohu’s efforts to improve business environment pay off
Luohu won the first prize in the top 100 counties in China in terms of its business environment at a forum on high-quality socioeconomic development held on Dec. 28-29 in Guangzhou.
Xia Dong, deputy head of the Luohu district government, attended the forum and accepted the award on behalf of Luohu.
Luohu had been ranked at the same forum in the previous two years.
Last year, Luohu launched the fourth version of its reform to improve the business environment. The first district in Shenzhen released a white paper on the business environment, and it published a to-do list regarding its 37 tasks to improve the business environment.
Thanks to Luohu’s efforts to improve its services to the business, Luohu’s business environment was markedly improved. Last year, a total of 33,845 new business entities were registered in Luohu, up 12%.
Notably, Luohu innovated its digital governance and service model to customize and push services to business owners. In addition, the government continues to learn about business owners’ practical needs and take the initiative to provide them with their desired services.
The people-centered service model was also applied to government services for individual residents. So far, it has been used in 23 matters in eight fields, and individual residents have access to the government services more than 500,000 times, and 533 medium, and large-scale enterprises have benefited from it.
The government took 20 measures to make it easier to register business entities in catering industries and for restaurant operators to access financing and guidance on food safety. The district also made supporting policies.
In Luohu, the business services are provided by relevant functional departments at various levels and industrial associations.
Luohu rolled out particular supporting policies for small businesses and kept the business entities informed of its industrial and talent supporting policies and tax and fee reduction policies to ensure they could enjoy the policy dividends promptly.
