Luohu government website praised for efficiency
The performance of the Luohu district government portal website szlh.gov.cn was evaluated as the best among all portal websites of the district and county level governments across the country.
The result was released at the conference of 2021 digital government services capability assessment and the 20th government website performance appraisal hosted by China Software Testing Center (CSTC ) under the Ministry of Industry and Information Technology on Dec. 16.
It is the sixth time in a row that Luohu has topped the ranking in this event, thanks to its long-term dedication to making its website increasingly responsive to the people's needs.
The "reverse service model" Luohu pioneered in providing government services was also praised by the CSTC as an innovation in the field. Under the model, the government takes the initiative to offer residents services based on the latter's needs, which the government estimates through big data and artificial intelligence. This has reversed the former government-centered service model to user-oriented.
The annual evaluation has been held since 2002, and its results have won the recognition of the central ministries and relevant industries.
This year's assessment framework focuses on nine indexes: information release, policy interpretation, data disclosure, services for dealing with government-related affairs, interactive exchanges, intensive sharing, function design, maintenance support, and excellent cases.
The Luohu district government portal website won the highest score of 92 points among 460 district and county-level government websites, due to its advantages in standardization of government affairs disclosure, elaborate management, outstanding service attributes, and efficient interpretation of policies and response to people's appeals. The district government also balances standardization and individualization of government services.
The design and operation of the website are user-centered, which prompts the local government to proactively respond to people's appeals and solve practical problems for them.
