Luohu holds biweekly news conference on grassroots governance
Luohu held a biweekly news conference covering the progress it has made in grassroots governance on Nov 25.
Qiu Zhi, secretary of the Party Working Committee of the Huangbei sub-district, Yuan Liang, secretary of the Party Working Committee of Cuizhu sub-district, and Zhang Junxin, head of the Sungang sub-district office, all took part in the news conference. They introduced the latest measures they have taken respectively to improve grassroots governance.
Qiu Zhi said that Huangbei implemented a new work model that allows different Communist Party of China branches of the sub-district office to assume the significant role of advancing grassroots governance in neighborhoods.
Qiu said that the localization administration model is more efficient than the previous model. Now the work is classified into different categories and then assigned to other departments of the government. This means that Party branches in different neighborhoods can handle all kinds of concerns of the people.
Statistics show that the Huangbei sub-district office has resolved more than 7,900 complaints through this model, which ensures that the people can conveniently enjoy quality government service. Huangbei also worked together with the other departments and public institutions affiliated with the Luohu district government to resolve more than 300 problems related to people's livelihoods, Qiu said. Thanks to these efforts, residents now have greater happiness and a sense of gain.
Huangbei has also taken advantage of its Huangbeiling Nursing Center to realize full coverage of services related to neighborhood health and caring for the elderly and door-to-door services in its jurisdiction. As a result, the elderly can be cared for in the village and see a doctor at home.
Huangbei founded CPC branches for migrant workers from Sichuan, Jiangxi, and Hubei provinces, respectively, to make it more convenient to provide them with technical training.
Yuan Liang said the Cuizhu sub-district office is committed to building an integrated service center for residents to help address the residents' practical concerns, however small they are. The center provides 60 kinds of services that cover almost every aspect of the residents' lives.
The launches of the iShuibei software on the WeChat platform and the "white list" make the services of the sub-district office more efficient and pertinent to the practical needs of the people, according to Yuan.
On the third floor of the service center is the senior resident's neighborhood service station of Shuibei, and the Shuibei community rehabilitation center, representing Cuizhu's efforts to combine medical treatment with nursing for the elderly.
Yuan Liang said that the Shuibei service center also provides notary services, labor arbitration, and some other legal services, including online complaint filing, distance judicial confirmation, legal consultancy service, conciliation, arbitration, and rule-of-law publicity, so that the people can enjoy professional legal services near their home.
Zhang Junxin said that testifies to the progress Sungang has made in boosting grassroots governance.
To better serve the enterprise, Sungang set up 21 enterprise service groups actively reaching out to the enterprises to help them resolve various difficulties and meditate more than 160 cases, which involves more than 1,500 employees and over 19 million yuan.
Sungang has 15 urban renovation projects, which will release more than 4 million square meters of high-quality industrial space after they are concluded. In addition, several new landmark buildings are under construction in Sungang. After these projects are finished, they will beautify the skyline of Luohu.
