Luohu seeks high-quality development from reform
The busy construction sites in Sungang and Qingshuihe, and the bustling jewelry shops of Shuibei are a testament to Luohu’s achievements in recent years.
As a trailblazer in reform, the district has accumulated considerable experience in urban renovation and securing land for upcoming projects.
Data shows that over the past five years, Luohu has added 4.46 million square meters of industrial space through urban renewal, and was honored with the title of National Model County (city) for land conservation.
Likewise, statistics show that over the past five years Luohu has completed 11 reforms assigned by Shenzhen city, as well as 70 district-level reforms and 451 local-level reforms.
According to the city’s evaluation of the district’s performance in deepening reforms, Luohu ranked number one for four years in a row among all districts in Shenzhen.
During the first conference of the eighth Luohu People’s Congress, which concluded earlier this month, Fan Defan, district mayor of Luohu, noted in the government work report that Luohu should capitalize on reforms to build itself into a model for deepening reforms.
He urged government departments to break institutional restrictions through reforms and pave the way for high-quality and sustainable development, improve governance and enhance residents’ well-being.
After years of development, the traditional dominant industries in Luohu have become stable. However, it is urgent that the district overcome its problems of insufficient quality and efficient land use, and its industrial model does not yet meet the requirements of high-quality transformation.
As such, the issue of bringing Luohu's emerging industries up to speed is a challenge the district must address.
Luohu intends to realize its economic development through fostering a modern economic system and deepening reforms.
Local entrepreneurs hope that Luohu can continue its tradition of implementing beneficial reforms, while also embodying its signature pioneering spirit and consistently injecting new vitality into its development.
That’s why Fan stressed in the district government work report that, as outlined in the pilot project, Luohu should reimagine how it strengthens reforms, streamline management and optimize the business environment.
The district government has introduced a number of measures to make better use of its limited land, improve the private sector, allocate production and resources more efficiently, and get things done for the people.
