Luohu legislature leadership elected
The first meeting of the 8th Luohu People’s Congress, the district’s legislature, concluded Nov. 5.
The meeting elected a new leadership group for the standing committee of the district people's congress, as well as the leadership group of the district government, the director of the district supervisory commission, the president of the district people's court and the procurator of the district people's procuratorate.
Luohu Party Chief Liu Sheng and other senior district officials attended the meeting.
Zhou Yichuan was elected director of the Standing Committee of the 8th Luohu People’s Congress, while Fan Defan was named head of the Luohu district government, and Yao Wensheng, director of the Luohu Supervisory Commission.
Xu Meng, Lu Yaoming, Tan Huiru, Zeng Zhenghong, Wang Huasheng and Chen Leifeng were elected deputy directors of the Standing Committee of the 8th Luohu People’s Congress.
Zuo Jinping, Xia Dong, Yu Hongjun, Feng Jian, Xiao Jiarui, Zhan Hui and Huo Guangyong were elected deputy heads of the Luohu district government.
Yang Shuang was elected president of the Luohu District People's Court. Likewise, Zhang Bin was named procurator of the Luohu District People's Procuratorate, which in accordance with the law, should be approved by the Standing Committee of the Shenzhen People's Congress.
Upon receiving their election certificates, the newly appointed figures are expected to take the oath of office to the Constitution.
The meeting also voted on and adopted the list of members of the special committees of the 8th Luohu People’s Congress, as well as resolutions on the work reports of various government offices including the Luohu district government, the Luohu People’s Congress, the Luohu District People's Court, and the Luohu District People's Procuratorate.
Zhou Yichuan said that being elected director of the Standing Committee of the District People’s Congress gives him a great responsibility and a glorious mission. The new standing committee of the district people's congress will faithfully fulfill their duties, and serve the people wholeheartedly.
He said that the next five years will be a key period for Luohu as it strives to build a pioneering urban area of socialist modernization and sustainable development. The district people’s congress and its standing committee will adhere to the leadership of CPC Luohu District Committee.
Zhou was adamant that the district people’s congress should embrace its role of serving Luohu’s development, and effectively oversee the exercise of power in accordance with the law.
Zhou said the district people’s congress needs to fully respect the principal position of deputies in local people's congresses, effectively improve their work capacity, and support and ensure that deputies perform their duties in accordance with the law.
He added that the deputies need to focus on solving concrete problems affecting people's quality of life and continue to strengthen the self-improvement of people's congresses, and consolidate the grassroots foundation for the work of people's congresses throughout the district.
Liu Sheng, on behalf of the CPC Luohu District Committee, extended warm congratulations to the newly elected leaders.
Liu said that over the past five years, the Luohu People’s Congress and its standing committee executed their duties, exercised their rights in accordance with the law, and worked hard for the economic development and improvement of people's livelihoods.
The 8th Luohu People’s Congress also established goals and tasks for the development of the district over the next five years. Realizing the plans outlined in the blueprint will require joint efforts of the CPC Luohu District Committee and the Luohu district government, as well as the Luohu People’s Congress.
Liu urged deputies of the Luohu People’s Congress to focus on core initiatives, perform oversight functions in accordance with the law, further improve oversight methods, and strengthen its oversight systems, all of which will make the congress’s supervision more effective.
He added that the deputies should explore new ways and means for the people's congresses to perform their functions and implement the democratic process.
Liu stressed that the newly elected standing committee of the district people’s congress should always strive to live up to the people’s expectations, adapt to new situations, and constantly improve their thinking, organization, work style and system.
Liu said that Luohu supports the district people’s congress exercising its functions, and carrying out its work in accordance with the law to make its contributions to building Luohu into a comprehensive hub of the Guangdong-Hong Kong-Macao Greater Bay Area.
