Luohu Party Chief Liu Sheng took part in group discussions conducted by the Huangbei and Nanhu delegations the afternoon of Nov. 3. Those discussions took place on the sidelines of the first conference of the 8th Luohu People’s Congress.
Liu spoke with the deputies about future developments in the district, as well as the district government report delivered by Luohu's Mayor Fan Defan at the opening of the conference.
The discussions predominantly covered industrial development, the construction of new infrastructure, education and medical care, and ecological conservation.
The deputies said that the government report presented a comprehensive summary of the district’s current situation, summarized Luohu's achievements over the past five years, and established key goals for the next five years, which reflect the current development of Luohu.
Some deputies from the local bureaus, such as He Wensheng, Guo Guang’an and Huang Wenjing, noted that the report’s emphases on law-based governance and the modernization of governing systems are inspiring.
However, they also hoped that the government will dedicate more resources to improving medical care and the well-being of residents.
Meanwhile, deputies representing various enterprises, such as Zheng Hangwei, Zhang Min and Yuan Kan, said that Luohu has actively made its government services more focused, thoughtful and intuitive, thus improving the business environment.
During the discussions, Liu addressed each of the deputies’ queries. He said that the deputies’ reflected their sense of responsibility and mission to perform their duties.
"Luohu is the people’s Luohu. I hope you can actively perform your duties in the future, and better play the role of people’s congress deputies for the people, and work together with the Communist Party of China and the government to strive to build Luohu as a pioneer in sustainable development,” Liu said.
Liu said that the Huangbei sub-district office should boost its industrial development, while also upgrading its traditional industries and fostering a group of influential industrial clusters.
He urged Huangbei to optimize its grassroots governance and ensure that grassroots governance be law-based and well supervised.
Likewise, Liu said that the Nanhu sub-district office should continue to persevere, forge ahead and make full use of local historical and cultural resources such as its fishermen's village and the Shenzhen International Trade Centre Building.
He encouraged Nanhu to work in the service of its enterprises, and use information technology to create a more efficacious system.
He added that it is necessary for Nanhu to promote the integrated development of Shenzhen and Hong Kong, enjoy the advantages of Luohu’s ports and location, and explore partnerships between industries and people's livelihood, so as to realize Nanhu’s contribution to the construction of a new development paradigm for Shenzhen and Hong Kong.
