Party building facilitating grassroots governance in Luohu
The 8th congress of Luohu District Committee of the Communist Party of China concluded Oct. 21. During the meeting, Luohu Party Chief Liu Sheng delivered a work report.
Qiu Zhi, a deputy attending the congress, shared his thoughts about the report with the media.
“Sub-district office and community work is the key to grassroots governance and all kinds of work,” Qiu said.
Over the past few years, the Huangbei sub-district office in Luohu has secured some achievements in facilitating grassroots governance through Party building. For example, the office made various service resources more accessible in the communities and turned the organizational, resource and service strengths into new driving forces for the community governance.
The report Liu delivered laid out a proposal for modernizing grassroots governance system and capacity to explore Luohu’s governance as a central district in the megacity of Shenzhen.
Qiu believed that the core idea of the proposal involves playing the leading role of Party organizations in the community-level governance and encouraging the participation of social players.
In the future, the Huangbei sub-district office will make more efforts in the following three aspects.
First, it will build a platform for diverse players participating in grassroots governance. Second, the needs of citizens will serve as a guide to establish a more comprehensive, efficient and precise mechanism for meeting people's demands and to establish a long-term mechanism of "delivering real benefits to the people." Third, the office will continuously deepen Party building to resolve governance problems and mobilize more social resources for grassroots governance.
Meanwhile, Qiu also explained Huangbei’s experience in home-based care for senior citizens. For example, senior residents of Huangbei wear smart wristbands that provide caregivers with information about their health, demonstrating the sub-district’s efforts to improve residents’ livelihoods through smart technologies.
