Luohu urged to increase input in community-level public health system
A deputy to the Luohu District People’s Congress has suggested medical experts practicing locally should provide medical services in public medical establishment at least one day a week.
Li Weili, an ophthalmologist of the Shenzhen Heshi Eye Hospital Management Company, made the suggestion recently.
Luohu had done a good job in its medical reform, while the COVID-19 pandemic had fully tested the medical system of the district, Li said. He attributed the efficacy of local pandemic prevention and control to the people-centered comprehensive nursing model formed in Luohu through its medical reform featuring tiered diagnosis and treatment and a developed community-level medical care system.
“In the post-pandemic era, community-level medical care and epidemic prevention and control system are of vital importance to the socioeconomic development and social security and stability.”
He urged Luohu to further strengthen its support for public health system at community-level, and further optimize its medical reform models so as to improve local residents’ health and sense of happiness.
He suggested the government increase its input in grassroots medical agencies, improve the medical care environment, facilities and equipment, and strengthen staff training.
At the same time, medical workers at various levels could form a platform for learning and communication, and senior medical experts should be encouraged to take part in providing medical services in communities.
For instance, the experts could at least serve in public medical agencies at least one day a week, Li said. As for medical workers, to serve the people was their obligation, and receiving invitations from public hospitals also reflected their professionalism and capacities.
According to Li, the medical system should integrate community-level medical centers, drugstores, nursing homes and providers of home-based care for the aged.
Li suggested Luohu explore the possibility of replacing the current hospital-centered medical payment system with a people-centered model, and establishing a risk evaluation and hierarchy system, and customized personal care projects.
He also suggested using big data to establish a data-sharing network system so that more indices could be formed to improve analysis and evaluation related to people-centered medical care, public health and financial expenditure.
