Luohu sails on a charted course
The 14th Five-Year Plan (2021-25) for National Economic and Social Development and Long-Range Objectives Through the Year 2035 Shenzhen issued earlier this month will influence Luohu in the next five years and beyond.
According to the document, Luohu's objective is to become a demonstration zone for coordinated social development of Shenzhen and Hong Kong, a cluster for innovative development of a modern service sector, a financial and commercial center and an international consumption center.
The document says Luohu's key tasks are to advance the development of Caiwuwei, Shenzhen Railway Station, Dongmen, Sungang, Qingshuihe, Xinxiu and Liantang, and make them pioneers in the district’s sustainable development.
It is not difficult to see that Luohu's strengths lie in the coordinated development of Shenzhen and Hong Kong, finance, commerce, consumption, sustainable development and innovation.
Collectively, these match the development target Luohu has set for itself - to become an all embracing hub of the Guangdong-Hong Kong-Macao Greater Bay Area.
The diverse and comprehensive nature of the objective means Luohu should take full advantage of its strengths to expand the development space for Shenzhen, and make important contributions to the construction of the Greater Bay Area.
In its 2021 Government Work Report, Luohu prioritized the construction of the Shenzhen-Hong Kong port economic belt.
Luohu neighbors Hong Kong, and the two sides are currently connected through three ports. Luohu is the first stop for many Hong Kong residents during their visits to the inland. Incomplete statistics show nearly 40,000 Hong Kong people live and work in Luohu at present.
The Shenzhen-Hong Kong port economic belt will become a new platform for the two sides to deepen their cooperation in technology innovation, high-end manufacturing, cultural exchanges, tourism and consumption, medical care and education.
The document says Luohu should advance the development of the Shenzhen-Hong Kong port economic belt, optimize the functional layout of the port zone, improve customs clearance efficiency and upgrade port infrastructure.
At present, Luohu is trying to promote the flow of production factors. In the first four months of this year, the total retail sales of consumer goods hit 46.38 billion yuan (7.25 billion), up 54.5 percent year-on-year, the fastest among all districts in the city.
Luohu is upgrading its consumption centers in Dongmen and Shuibei, financial centers and the Dawutong emerging industrial belt. The district is also pressing ahead with its urban renovation projects in Qingshuihe in a bid to release more land for future development.
