Shenzhen sets development goals for 2025 and beyond
On June 9, Shenzhen published its 14th Five-Year Plan (2021-25) for National Economic and Social Development as well as its Long-Range Objectives Through the Year 2035.
The two documents also established a development index system consisting of 22 indices of socioeconomic development of Shenzhen between 2021 and 2025.
The target set for Shenzhen's gross domestic product is to reach four trillion yuan ($627 billion) by 2025. This means its GDP will have to grow at least six percent on average annually over the coming five years.
Meanwhile, the average per capita disposable income of local residents is also expected to grow at least at a similar speed. And no fewer than 280,000 government-subsidized apartments are required to be built until 2025.
The two documents set the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the Shenzhen pilot demonstration zone for socialism with Chinese characteristics as general requirements, Shenzhen's piloting of comprehensive reforms as the crux, and makes the necessary deployment for Shenzhen's socioeconomic development over the next five years as well as its long-range development objectives through the year 2035.
The two documents have 10 sections and 19 chapters in total, with about 67,000 words.
With a theme of pursuing high-quality development, they require the city to constantly improve its abilities in implementing new development concepts and forming new development paradigms, and take the lead to advance the progress of development quality and efficiency, and promote the upgrading of development drivers.
The two documents also require Shenzhen to undertake deepening reform on the structural side as the developmental mainline, and urge the city to improve the quality of supplies, and form a dynamic balance at a higher level featuring a virtuous cycle of demand driving supply and supply creating demand.
The two documents stress that Shenzhen must undertake reform and innovation as the basic impetus, and treat comprehensively deepening reform and seeking innovation-driven development as two key prongs of high-quality development so as deepen reform and expand opening-up in a highly innovative and an all-round way.
According to the two documents, Shenzhen should make satisfying people's needs for happy lives a fundamental goal of its development and work, adhere to people-centered development and the direction of common prosperity, so that its development can always rely on the people and serve the people, and the development fruits can be shared by the people.
Making socialist modernization as the commanding goal, the two documents have divided the city's development over the next 15 years into three stages.
According to the documents, the city should become a modern international innovative city, basically realizing the modernization of socialism by 2025, a global innovative city leading sustainable development, advancing the modernization of socialism to a higher stage by 2030, and an innovative city with global influence and a model city that firstly realizes socialist modernization in China as a strong socialist country by 2035.
