The meeting proposed to carry out relevant strategies to transform the district into a core zone of Shenzhen as an international consumption center.
It urged all relevant departments in the district to accelerate the construction of the Shenzhen-Hong Kong port economic belt, modernization of the district’s industrial system, and resolve all problems of public concerns.
During the May Day holiday May 1-5, Luohu attracted millions of tourists. Its Dongmen pedestrian street alone received 1 million visits a day.
The Shenzhen municipal authorities have urged the entire city to stimulate demand, expedite the construction of an international consumption center, build world-class landmark commercial circles and cultivate new types of consumption.
According to the draft of the 14th Five-Year Plan (2021-25) for Industrial Development in Luohu, in addition to Dongmeng, Caiwuwei and Renmin South, comprising the three major commercial zones, Luohu will accelerate the construction of consumption centers all over its jurisdiction.
It will build a cultural tourism leisure corridor along the Luohu section of the Buji River; develop Caiwuwei into a high-end core commercial zone, promote construction of the Dongmen fashionable consumption zone and Renmin South (railway station) port consumption zone, Hubei comprehensive modern commercial zone, Shuibei-Buxin gold and jewelry industrial cluster zone and the Sungang-Qingshuihe fashionable characteristic commercial zone.
Luohu should also transform the Luohu-Wenjindu-Liantang port economic belt into a consumption zone integrating tourism, cross-border trade and also promote itself as a center of medical care and cosmetic surgery consumption.
Many world top-500, Chinese top-500, State-owned and leading private enterprises are already based in the Caiwuwei-Hubei headquarters economic corridor, allowing the district to meet the needs of different kinds of consumers.
Dawutong Mountain, East Lake Park, Xianhu Botanical Park and other ecological treasures have also become popular choices for the public to get close to nature.
In the region bordering Hong Kong, Shenzhen-Hong Kong youth innovation and start-up platforms have already been established; in the middle of the district is the financial service center for the Guangdong-Hong Kong-Macao Greater Bay Area; in the north of Luohu are emerging industries, including information technology, new materials, life health and digital economy.
The Shenzhen Municipal Congress of the CPC determined that the city should develop the Shenzhen-Hong Kong Port Economic Belt at a high level, and specifically attract more young people from Hong Kong and Macao.
In December 2020, the Shenzhen and Hong Kong governments reached an agreement on extending the Hong Kong railway to Luohu Port. In the future, Luohu and Hong Kong will realize a half-hour commute life circle, especially after Luohu upgrades the Luohu Port and Wenjindu Port areas.
Luohu provides employment subsidies to young people from Hong Kong and Macao with a bachelor degree and above; the “Shenzhen-Hong Kong Young Talent Exchange Program” provides one-stop support solutions for Hong Kong young people to work and live in Luohu covering housing, social security, medical care costs, etc.
Luohu will accelerate the upgrade of Shenzhen Railway Station and the Luohu Port area; it will build a new type of innovation and entrepreneurship platform for young people from Hong Kong and Macao to serve the exchanges of the Greater Bay Area.
The district also plans to help deepen cooperation between Shenzhen and Hong Kong in the area of education, medical care and public services.
It will carry out an effect-oriented medical insurance payment reform, build a strong primary medical and health service network, and innovate the integration of health education, health care, and medical care and nursing.
In brief, Luohu will act according to the instructions of the municipal authorities to build itself into an all-embracing hub of the Greater Bay Area.
