Proposals on innovation and development of Greater Bay Area
Deputies to the National People’s Congress, China’s top legislature, and members of the Chinese People’s Political Consultative Conference National Committee, the country’s top political advisory body, have made proposals on creating jobs, development of the Guangdong-Hong Kong-Macao Greater Bay Area, improvement of business environment and technology company development during the annual sessions of the two bodies.
Chen Zhilie, a member of the CPPCC National Committee and president of the EVOC Group, proposed the country should customize its supporting policies to help private high-tech enterprises to become more competitive. Such support should be in policy and funding and suit the practical needs of the companies. He added the government should encourage banks to provide more medium- and long-term loans to private high-tech enterprises.
Private enterprises should give full play to their strengths in talent, technology and flexibility to pursue innovation, he stressed.
Ma Huateng, a deputy to the NPC and chairman and chief executive officer of Tencent, made a proposal on using digital technology to boost rural vitalization. He said that the government should provide migrant workers with training on digital and information technology and its application, and try to use digital technology to create jobs in the countryside, and resolve issues of left-behind children and elderly rural residents.
Liu Ruopeng, a deputy to the NPC and president of the Kuang-chi Technology, supported the establishment of a group of national key labs in Shenzhen.
He said his research on labs of various kinds and levels in Shenzhen showed the necessity for the country to move in this direction so as to give a full play to their aggregation effect in the city, enabling labs to better collaborate with each other.
Wang Wenyin, a member of the CPPCC National Committee and president of the Amer International Group, suggested founding an integrated circuit industry university of the Guangdong-Hong Kong-Macao Greater Bay Area, so as to form an industrial, research and resource circle with the university as the center.
He pointed to the difficulties the country faced in making breakthroughs in the integrated circuit industry.
Wang also proposed the country should found an industrial development fund for the Greater Bay Area to promote the flow of innovation resources.
