Luohu further advances "Hundred-Thousand-Ten Thousand Project"


On Feb. 19, Fan Defan, secretary of the Luohu District Committee of the Communist Party of China, presided over the 14th meeting on the district’s "Hundred-Thousand-Ten Thousand Project"—an initiative aimed at promoting the high-quality development of one hundred counties, one thousand towns, and ten thousand villages. The meeting reviewed the project's progress and outlined key measures to ensure the district meets its target of achieving initial results within three years.
As part of the initiative, Luohu is focused on several strategic priorities. Efforts are being made to maintain overall economic stability while fostering new growth opportunities. The district is actively developing a "1+N+X" service industry development plan and a "2+2+N" emerging industry framework, designed to accelerate key sectors and strengthen Luohu’s competitive edge in an evolving economic landscape.
Urban space expansion remains a core objective, with accelerated development in three major key zones and large-scale contiguous areas. At the same time, Luohu is committed to improving urban quality through enhanced construction and refined city management. Major projects such as urban village renovation, shantytown redevelopment, and the upgrading of aging residential communities are being advanced. Additionally, the district is promoting the "block-based management" reform to modernize urban governance and improve public services.
To reinforce leadership and governance, Luohu continues to strengthen grassroots Party-building efforts while leveraging big data to develop innovative models of intelligent governance, improving efficiency and responsiveness at the community level. The district also remains dedicated to fulfilling its responsibilities in pair-up assistance programs, ensuring collaborative development within the district.
