It has issued a three-year action plan for the building a core area of an international consumption center. According to reports, Luohu District will integrate and utilize existing resources, upgrading public spaces, business districts, and scenic area lighting and night views. It will enhance the supply of night economy content, enrich night viewing scenes, encourage museums, tourist attractions, and other facilities to extend their opening hours, and use public spaces to introduce renowned performance projects, creating immersive viewing experiences.

To invigorate night food flavors, Luohu will leverage spaces like Renmin South Port Style Food Street, introducing Shenzhen-Hong Kong specialty snacks and street food, and conducting themed activities such as beer festivals and bar parties to enhance the food consumption experience. Key areas for night-time economic development will be built around Renmin South, Dongmen, and Shuibei business districts. The district will focus on constructing five characteristic commercial streets to vigorously develop the night-time economy.

In key business districts such as Renmin South, Dongmen, Sungang, and Shuibei, Luohu will continue to develop night-time economy demonstration streets. It will plan large-scale characteristic night markets based on the consumption habits of Hong Kong people, providing rich nightlife experiences for Hong Kong consumers near border crossings.

In recent years, Luohu has created diverse night-time consumption venues by holding night economy development conferences, making Dongmen a pilot for night economy demonstration streets, and hosting events such as the Luohu Beer Festival. These efforts have attracted more consumers to participate in night-time economic activities, boosting consumption growth. At the same time, Luohu has concentrated on creating and enhancing a number of characteristic exemplary brand projects, such as holding trend music concerts in business districts, hosting the Wutong Mountain Music Festival, and launching the "Luohu Shenzhen-Hong Kong Cultural Month" event, injecting strong momentum into the prosperous development of the night economy.
