Luohu a pioneer in saving natural resources
Shenzhen’s Luohu is among the first batch of districts on a list recently released by the Ministry of Natural Resources to pilot saving natural resources, such as land, minerals and oceans. Successful projects will then be rolled out elsewhere in the country.
Shenzhen’s Futian, Longgang, and Yantian districts are also on the list.
In the process of urban renewal, Luohu let the government and the market play a guiding and deciding role, respectively, to effectively boost land redevelopment and reutilization. Thanks to this method, the government is able to build urban infrastructure, public service facilities, government-subsidized housing, and other projects, while the market players can share the value-added income of land, and relevant property owners can share value-added benefits in the form of property resettlement and compensation.
In order to strengthen the development and utilization of underground space, Luohu is exploring a composite utilization system of above-ground and underground space, helping to alleviate land shortages in the district.
About half of the land in Luohu is occupied by Shenzhen’s water source reserve and the Wutongshan forest reserve. The district attaches great importance to the organic melding of its natural and cultural landscape and is developing a batch of cultural and natural scenic spots that integrate landscape, leisure, ecological, and cultural elements. Thanks to these projects, it is fair to say that Luohu has promoted ecological conservation and sustainable social and economic development.
