The Luohu district government recently released evaluation results of the comprehensive civilization index of its sub-district areas as well as several major neighborhoods.
The purpose of the project is to provide grassroots departments with a reference on their performances in building the infrastructure, maintaining public hygiene, providing public services, and protecting the natural environment.  
This way, it is hoped that they can make targeted efforts to contribute to building Shenzhen into a national civilized city.
Among the 1o sub-district areas in Luohu, the top three are currently Nanhu, Donghu, and Guiyuan.
