The government of Luohu district has adopted a number of new measures to improve the business environment and strengthen investor confidence.

Expanding development space

To advance the “ecological reform” of industrial parks, and boost their quality, Luohu will better utilize its three-dimensional space (underground, groundlevel, aboveground), improve the internal and external environment of old buildings, and upgrade their fire-fighting equipment and parking facilities.

Improving government services

Luohu is seeking to become a smart district through boosting the coordinated development of smart government services, urban management and industrial progress.

The district has set aside a specific day for its leaders to help enterprises solve problems, and has established a special team to facilitate newventures investment through a one-stop service mode.

To promote the sound development of enterprises, Luohu has also set up a system to encourage questions from enterprises, and provide a one-to-one service to 120 key enterprises from six major industries.

Optimizing talent environment

Luohu has proposed to build a world-class borderless university, the City University of Guangdong-Hong Kong-Macao, to cultivate innovative talents. The district is seeking to optimize its “Jingying Talent Program” anddraw over 30 people into this talent pool.

Further business environment legalization

Luohu plans to build a service center for intellectual property protection in China’s jewelry industry. Having launched the Guangdong-Hong Kong-Macao Copyright Registration Hall of the Copyright Protection Center of China.The district will expand the industrial and value chain of the copyright industry, introduce over 30 enterprises specialized in copyright services, and further advance the development of the sector.

Augmenting land supply

Luohu will augment its land supply through urban renewal and clearing away illegal buildings.

Streamlining program approval

Luohu will accelerate the approval procedures of some important construction programs. The district will also speed up the building of a headquarters park, talent park and industrial parks dealing with modern services and tourism. It will also try to introduce more leading enterprises and promote cluster development.

Setting up industrial funds

The district will explore fundingthe jewelry industry’s supply chain and consumption upgrading so as to enhance industrial transformation.

Perfecting preferential policies

The district will amend its regulations on supporting policies for industrial transformationand exert more efforts to attract investment.
