Shenzhen has recognized 147 headquarters of multinational companies to date, such as Walmart China, CR Micro, Yum China, Informa Markets, McDonald's China, Aratrust, and Starbucks.

The beginning of 2025 has already witnessed developments from global corporate giants, reaffirming their confidence in Shenzhen's investment environment and long-term potential.

Siemens Healthineers recently broke ground on a new R&D and manufacturing base in Nanshan District, investing over 1 billion yuan. Meanwhile, Merlin Entertainments Group continues to make strides in constructing the Shenzhen LEGOLAND Resort.

At the 2024 Shenzhen Global Investment Promotion Conference, over 700 companies from 33 countries and regions across Europe, Asia, and the Americas participated, including more than 260 Fortune 500 and multinational enterprises. The conference resulted in over 400 signed projects, with a total investment value exceeding 900 billion yuan.

Foreign investment and enterprises play a pivotal role in Shenzhen's economic and social development, driving high-quality growth. The city has consistently worked to create a world-class business environment characterized by market orientation, rule of law, and international standards. Foreign enterprises are encouraged to enjoy equal access to supportive policies and protection of rights.

From January to November 2024, Shenzhen ranked among the top cities in China for actual use of foreign capital. Over 8,200 new foreign-invested enterprises were established, placing the city at the forefront of large and medium-sized cities nationwide. Additionally, more than 110 key foreign investment projects were launched, with steady investment growth from companies in Europe, North America, and Asia.

To further enhance its foreign investment environment, Shenzhen implemented the measures for strengthening the attraction and utilization of foreign investment in May 2024. The document outlines 20 specific actions across five areas, including high-level opening-up in key sectors and improving mechanisms for foreign investment promotion.

It emphasizes attracting foreign investment in advanced manufacturing and modern services, encouraging multinational enterprises to establish headquarters, R&D centers, and innovation hubs in Shenzhen. Financial incentives were also introduced to support major foreign investment projects and multinational headquarters.

Shenzhen has significantly improved its comprehensive foreign investment services, streamlining processes and creating a public service system to promote foreign investment. By hosting regular roundtable meetings and enhancing collaboration among departments, the city ensures that quality projects can land, develop, and thrive quickly. In 2024, Shenzhen hosted 202 foreign investment service events, sending a strong signal of its commitment to opening up further and driving high-quality economic growth.

The city continues to attract multinational headquarters, focusing on key industries and expanding its pool of world-class enterprises.
