Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone recently issued 16 measures to support AI development, aiming to build an open and innovative ecosystem with international competitiveness, accelerate the gathering of domestic and foreign innovation resources.

Efforts will be made to focus on expanding the application of artificial intelligence industries to empower the transformation and upgrading of the service and manufacturing industries.

The measures will provide all-round policy support and resource guarantees for high-quality AI companies, such as rent subsidies, tax incentives, growth rewards, and investment and financing support.

Focusing on the development of the AI industry, the measures aim to strengthen the supply of key resources around the three core elements of AI development, namely computing power, algorithms, and data.

They will leverage social forces to increase investment, leverage the advantages of institutional innovation, and release the potential value of elements. They will support the creation of AI application demonstration scenarios, develop new industries such as intelligent connected vehicles and low-altitude intelligent transportation, and promote the expansion of the commercial frontiers of AI companies.

In addition, the measures will leverage the advantages of cooperation between Qianhai and Hong Kong and its internationalization, support the introduction of AI innovation resources from both domestic and foreign sources, create an open and inclusive environment for industry exchanges and industry regulatory environment, and promote the deep integration of AI innovation chain, industrial chain, capital chain, and talent chain.

The measures provide strong support in the aspects of improving the AI industry ecosystem, strengthening the supply of key AI elements, and creating AI application demonstrations. For example, they support Global Fortune 500 companies and national-level innovation carriers to lead the construction of AI innovation centers, with a maximum reward of 5 million yuan; support the construction of AI computing centers and AI computing scheduling platforms, with a maximum support of 20 million yuan for each platform; and support Qianhai companies to carry out commercialization trials of intelligent connected vehicles, with a maximum support of 10 million yuan.
