Shenzhen issues three action plans to promote business environment
The Shenzhen Municipal Government recently published three action plans outlining its policy measures to improve the city’s overall business environment, the rule of law in its business environment, and the internationalization of its business environment between 2023 and 2025.
Shenzhen will focus on key areas such as property rights protection, market access, fair competition, and social credit, innovate government management and service methods, and make full use of policy advantages, such as special measures to broaden market access. The city will continue to make efforts to create a market-oriented business environment with more effective property rights protection, better access systems, fairer market competition, a better credit system, more efficient allocation of factors of production, and more convenient government services.
The main tasks of the first action plan include strengthening the protection of property rights of market players, continuously relaxing the market access threshold, maintaining the market order of fair competition, improving the level of credit supervision and services, improving the level of the factor guarantee service, and optimizing government management and service methods. A total of 23 specific measures are outlined for those ends in the first action plan on the enhancement of the overall business environment of the city.
Shenzhen will comprehensively promote scientific legislation, strict law enforcement, fair administration of justice, and law abidance by all people, better leverage the guaranteed role of the rule of law in strengthening the foundation and stabilize expectations that benefit the long-term, equal protection of the legitimate rights, and interests of all types of market players in accordance with the law.
The main tasks specified in the action plan involve four aspects: improving the business environment system; promoting standardized and civilized supervision and law enforcement; promoting strict, fair, and efficient justice; and improving the public legal service system. These tasks will be undertaken via a total of 20 specific measures being put forward in the second action plan on improving the rule of law of the business environment.
According to the third action plan to promote the internationalization of Shenzhen’s action plan, the city will accelerate the institutional opening up of rules, regulations, management, and standards; continue to promote trade and investment liberalization and facilitation; take the lead in building a new system of an open economy at a higher level; and continuously enhance the city’s strong attraction for high-quality global factor resources and international competitiveness.
The main tasks outlined in the action plan involve creating an open industrial innovation ecology, creating an international service system for the allocation of global resource factors, creating a high-standard investment and trade guarantee mechanism, and creating a high-quality livable and suitable business environment, with a total of 12 specific measures being proposed.
As of July 10 this year, the number of commercial entities in Shenzhen reached 4.05 million, the most among all cities in the country.
