The number of people using Shenzhen's medical security system has increased by more than 16.7 million. Shenzhen implemented a flexible mechanical insurance participation system in May, through which the migrant workers, who do not hold local household registrations, or hukous, can also buy the city's medical insurance.

The newcomers include online hailing car drivers and couriers, who are classified as flexible employees in the medical security system. 

Shenzhen has now formed a multi-level medical security system with basic medical insurance as the main body, medical assistance as the foundation and supplementary medical insurance, commercial health insurance, charitable donations and mutual medical assistance as the supplements.

In addition to basic medical insurance, the city also has its own serious disease insurance and Shenzhen exclusive medical insurance, which can effectively reduce the burden of medical expenses for citizens.
