White paper roadmap to improve business environment in Luohu
Following the call of the Shenzhen municipal government to implement a 4.0 version of its policy on improving the business environment, the Luohu district government has recently issued a "to-do list" and a white paper on the subject.
This is the second time Luohu has published such a white paper, presenting detailed conditions of its business environment and introducing the pro-business policies the government has introduced.
Luohu's macro-economy is operating in a steady and good way. Its gross domestic product maintained positive growth last year despite the impact of the COVID-19 epidemic.
Fixed-asset investment surged 10.2 percent from the previous year, the fastest growth among all city districts, and a total of 32,241 new business entities were registered, up 21 percent year-on-year.
The district has attracted 13 financial agencies, and it has a total of 81 licensed financial institutions, and 187 legal, accounting and taxation firms. Among the top four accounting firms in the world, three have operations in Luohu.
Last year, the district maintained its strength in education. Among its 64 public schools some are prestigious establishments, such as Luoling Foreign Language Experimental School, Shenzhen Primary School, Cuizhu Foreign Language Experimental School, Shenzhen Middle School and Cuiyuan Middle School.
Last year, Luohu added 5,000 school seats, and all qualified children of schooling age in the district can secure a place, the white paper reported.
With nearly 20 hospitals, Luohu also has 60 community health centers, 57 percent of the city total, and there are 5.4 general medical practitioners for every 10,000 residents on average.
The density of PM2.5, or inhalable airborne polluting particles with a diameter shorter than 2.5 micrometers, in the air was 17.4 micrometers per cubic meter on average last year, second among all districts in Shenzhen. There are 70 parks, and the average area of green land per person in the district was 16.2 square meters. The green coverage ratio in Luohu was 64.6 percent, and the good air ratio throughout a year was 97.6 percent.
The water quality in all drinking water sources met national standards last year, according to the white paper.
The total mileage of road in Luohu was 291.5 kilometers, the density of the road network was 10.4 km per square km, ranking second among all districts in Shenzhen. There are seven subway lines with 31 railway stations in the district, and their total length is 44.3 km, making Luohu a district with one of the highest densities in rail network among its peers. Three of the ports opening to Hong Kong in Shenzhen are located in Luohu.
The district is efficient in business registration, and issuing construction permits, obtaining business and industry electricity supply and contract implementation, the white paper states.
This year, the district will continue to take the opportunities created by the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the Shenzhen pilot zone of socialism with Chinese characteristics, and the implementation of comprehensive reform pilots.
With the aim of building an all-embracing hub of the Greater Bay Area, Luohu will meet the needs of quality development, focus on work in key areas, make all-out efforts to further improve its business environment, stimulate new impetus for reform, innovation and development and pursue quality growth and sustainable development, according to the white paper.
Luohu is pledging to take advantage of its port economic belt to encourage Hong Kong enterprises in the service industry to extend their operations to Luohu, and accelerate the internationalization of local enterprises.
It will concentrate more high-end production factors to drive quality development; it will create a good rule-of-law environment to lay a solid foundation for quality development.
The white paper promises that Luohu will further improve its public services, and make the district more habitable, and further improve the quality of its education and medical services, and enhance its ecological and urban environment so as to make the district role model of the Greater Bay Area hub.
It will make its services for enterprises more tailored, thoughtful and efficient. It will provide full-life-circle services for enterprises, deepen reforms on commercial affairs and construction projects approval systems. It will improve the quality of its electricity supply services, improve its digital governance and services, and optimize the government's service functions for enterprises. It will provide more services in credit financing, optimize taxation services and improve the efficiency of contract execution in the district.
