Guangdong, Hong Kong and Macao enhance emergency management and rescue cooperation
On June 14, the People’s Government of Guangdong Province, Hong Kong Special Administrative Region (HKSAR) government, and Macao Special Administrative Region (MSAR) government signed the "Framework Agreement on Guangdong-Hong Kong-Macao Emergency Management Cooperation and Greater Bay Area Emergency Rescue Action Cooperation" in Hong Kong. This agreement aims to strengthen cooperation and exchange in emergency management and rescue among Guangdong, Hong Kong, and Macao.
The cooperation framework agreement seeks to establish an emergency rescue cooperation system that is government-led, with professional emergency rescue teams as the main body, and action-oriented. The goal is to enhance the emergency rescue capabilities of Guangdong, Hong Kong, and Macao to effectively respond to sudden incidents such as accidents, disasters, and natural calamities that affect the region.
The governments of Guangdong, Hong Kong, and Macao are jointly developing a new "Greater Bay Area Emergency Rescue Action Plan" that covers the cities within the Guangdong-Hong Kong-Macao Greater Bay Area. This plan includes mechanisms for technical and knowledge exchange, resource sharing, and emergency mobilization coordination. The goal is to promote overall improvement in emergency management, ensure effective utilization and reasonable sharing of emergency rescue resources, thereby significantly enhancing cross-border rescue efficiency.
The Guangdong, Hong Kong, and Macau governments plan to establish a dedicated team for Guangdong-Hong Kong-Macau emergency management cooperation within this year and hold the first meeting of this team.
