With the Chinese Lunar New Year approaching, Fan Defan, secretary of the Luohu District Committee of the Communist China of China (CPC), and Zuo Jinping, district mayor of the Luohu District People’s Government, extend their New Year greetings and best wishes to all residents of the district and friends from various sectors who care and support the economic and social development of Luohu.
2023 marked the first year to comprehensively implement the guiding principles of the 20th CPC National Congress. We focused on promoting stable growth, optimizing structures, strengthening confidence, and preventing risks. Our efforts were directed towards building Luohu into a core area of Shenzhen international consumption center that leads global trends, a pioneering area for Shenzhen-Hong Kong integrated development with global resource allocation capabilities, and a modern service industry aggregation demonstration zone with international market influence.
Over the past year, we have consistently prioritized promoting high-quality development, dedicating ourselves to stabilizing the economy, attracting investment, and fostering development. We attracted 301 key enterprises, with the investment agreements at the investment promotion conference reaching a historic high of 123.6 billion yuan ($17.18 billion). In 2023, Luohu's GDP surpassed 280 billion yuan, registering a year-on-year growth of 7.2%.
Over the past year, we have maintained a vigorous approach to advancing urban construction. We established four headquarters economic aggregation zones, renovated nine villages in cities, and built 18 gardens.
Over the past year, we have focused on enhancing the charm of Luohu. The quality of five major consumption CBDs, namely Dongmen Vitality Fashion Consumption CBD, Shuibei Gold and Jewelry Consumption CBD, Renmin South Shenzhen-Hong Kong Integrated Consumption CBD, Caiwuwei International High-end Consumption CBD, and Sungang home Culture-themed Consumption CBD, has continuously improved. The enthusiasm for consuming in LuoHu has been on the rise, with annual retail sales of consumer goods reaching nearly 140 billion yuan, a year-on-year increase of 10.4%. In 2023, Luohu earned the recognition as one of the "Top 10 Best Examples of Night Economy at the County and City Levels."
Over the past year, we have taken improving people's livelihoods as our fundamental goal, and spared no effort in increasing supply and optimizing services. We established three primary and secondary education groups and two preschool education groups, adding 4,650 compulsory education seats. We developed Shenzhen city's only "National Demonstration Zone for Integrated Medical and Elderly Care" and Guangdong's "Provincial Comprehensive Pilot Zone for Healthcare at the Grassroots Level," with 7.25 general practitioners per ten thousand people in the district. Hosting over a hundred online and offline job fairs, we provided over 40,000 job opportunities.
In the coming year, we will vigorously promote the "pioneer spirit" and "striving culture" of Luohu residents, striving to be at the forefront of advancing Chinese modernization. We sincerely hope that our residents can continuously support the economic and social development of Luohu and let's work together to make Luohu a more beautiful, livable, and secure place.
